Requires the commissioner of administration and state purchasing agents to give preference to Missouri-grown or Missouri-produced agricultural products when available in sufficient quantity and good quality, and priced within 10% of out-of-state alternatives

Defines "produced" broadly to include planted, grown, cultivated, harvested, raised, collected, processed, or manufactured products

Establishes a 5% bidding preference for Missouri agricultural products in purchases made for state agencies, political subdivisions, institutions, and school districts

Maintains existing competitive bidding requirements under section 34.042 and supplements rather than replaces other Missouri-preference laws

Directs the commissioner of administration to promulgate rules for specifications, quality standards, delivery, and bidding preferences, with rulemaking authority subject to General Assembly review under chapter 536
