Adds the seventh judicial circuit to the list of circuits (joining the 11th, 13th, and 31st) authorized to appoint a state-paid family court commissioner in substitution for a reimbursable commissioner position

Limits the seventh judicial circuit to the number of family court commissioners holding office as of January 1, 2027, preventing additional positions beyond that baseline

State payment for the commissioner position is subject to appropriations and eliminates the reimbursement requirement that applies to other commissioner appointments

Family court commissioners must possess the same qualifications as circuit judges and receive compensation and retirement benefits equivalent to associate circuit judges
