Maintains existing seat belt requirements: drivers and front seat passengers in vehicles manufactured after January 1, 1968 must wear properly fastened safety belts meeting federal standards

Preserves current exemptions for U.S. Postal Service employees performing duties, persons with medical reasons, and those in agricultural work-related activities

Penalties remain unchanged at a maximum $10 fine with no court costs and no points assessed against driving record
