Designates October 2nd as "Wrongful Conviction Day" in Missouri to raise awareness about individuals convicted of crimes they did not commit

Encourages citizens to participate in events and activities related to both observances

Adds two new sections (9.390 and 9.391) to Chapter 9 of Missouri Revised Statutes relating to state holidays
