Adds the first Tuesday after the first Monday in November of even-numbered years (general election day) to Missouri's list of established public holidays

Amends section 9.010, RSMo, which defines the state's official public holidays

When election day falls on a Sunday, the following Monday would be observed as the holiday

Existing public holidays retained include New Year's Day, Martin Luther King Jr. Day, Lincoln's Birthday, Presidents Day, Truman Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving, and Christmas
