Repeals and reenacts 80 sections of Missouri law (primarily Chapter 40) to modernize language by replacing references to "sections 40.005 to 40.490" with "this chapter" throughout the state military justice code

Consolidates employment and anti-discrimination protections for National Guard and Armed Forces reserve members into new section 41.732, prohibiting employers from discharging, hindering, or threatening employees due to military membership

Guarantees public employees called to extended military duty leave of absence without loss of position, seniority, accumulated leave, pay status, work schedule, or retirement/life insurance benefits

Entitles public employees who are Guard or reserve members to up to 120 hours of paid military leave per federal fiscal year without loss of regular leave

Provides that National Guard and reserve members ordered to active duty by the President or governor receive the same reemployment rights as those under Title 38 of the United States Code, with the Missouri Attorney General authorized to enforce these rights for state-activated service members
