Creates new Section 407.1505 criminalizing access device fraud, including producing, using, or trafficking counterfeit access devices, possessing 15 or more counterfeit/unauthorized devices, and possessing device-making equipment or scanning receivers with intent to defraud

First offense penalties range from up to 10 years imprisonment for basic access device fraud to up to 15 years for device-making equipment or scanning receiver violations; second or subsequent offenses carry up to 20 years imprisonment

Personal property used to commit access device fraud violations shall be forfeited to the state of Missouri under existing forfeiture statutes (sections 513.600 to 513.660)

Creates new Section 407.1510 establishing wire fraud as a state crime, punishable by up to $250,000 fine and/or 5 years imprisonment, or up to $1 million fine and/or 30 years imprisonment if the violation affects a financial institution

Missouri Attorney General is authorized to investigate all violations under Section 407.1505 with full powers under existing consumer protection statutes (sections 407.005 to 407.145)
