Creates the "Strengthening HBCUs Fund" in the state treasury to provide dedicated funding for Missouri's historically black colleges and universities

Directs 1% of all excursion gambling boat proceeds and 1% of Missouri state lottery net proceeds (after prizes and administrative expenses) to the new fund

Funds are automatically appropriated without further legislative action and distributed equally among all HBCUs in the state

Permitted uses include capital projects eligible under the federal HBCU Capital Financing Program and activities allowed under the federal Strengthening Historically Black Colleges and Universities Program

Funding must supplement, not supplant, appropriations HBCUs received for fiscal year 2027, and moneys remaining at the end of the biennium do not revert to general revenue
