Repeals Section 136.055, which established the Department of Revenue's fee office system for processing motor vehicle titles, registrations, and driver's licenses through contracted agents who collected fees ranging from $9-$45 per transaction

Removes Department of Revenue fee offices from serving as deputy voter registration locations and eliminates references to fee office agents throughout election law and candidate tax affidavit requirements

Removes State Legal Expense Fund coverage that previously protected Department of Revenue fee office agents from liability for actions performed in their official capacity
