Creates "Grace's Law" allowing individuals who suffer bodily injury or property damage to recover damages from social hosts who negligently provided alcohol to adults aged 21 and older

Requires three conditions for liability: the social host willfully provided alcohol to someone visibly intoxicated, the circumstances created an unreasonable risk of foreseeable harm, and the injury resulted from a vehicle accident caused by the intoxicated person

Establishes an irrebuttable presumption that the person was not visibly intoxicated if blood alcohol concentration was below 0.10%

Creates a rebuttable presumption that the person was not visibly intoxicated if blood alcohol concentration was between 0.10% and 0.15%

Designates this section as the exclusive civil remedy for personal injury or property damage from negligent alcohol provision by social hosts to persons 21 and older
