Health benefit plans delivered, issued, or renewed in Missouri on or after January 1, 2026, must cover preventive services without cost-sharing, including items rated A or B by the U.S. Preventive Services Task Force, CDC-recommended immunizations, and HRSA-supported preventive care and screenings.

Health carriers may impose cost-sharing for preventive services delivered by out-of-network providers, and high deductible health plans may apply deductibles unless the service qualifies under federal safe harbor provisions.

Coverage requirements are based on federal recommendations and guidelines in effect as of December 31, 2025; the Director of Commerce and Insurance must adopt rules to incorporate any recommendations issued after that date.

Creates a five-member Health Insurance Preventive Health Care Services Advisory Committee (three health care provider representatives and two health carrier representatives) to make annual recommendations on updates to covered preventive services by November 1 each year.

Rules adopted under this section must comply with Chapter 536 rulemaking procedures; any rules proposed or adopted after August 28, 2026, are void if the General Assembly's rulemaking review powers are held unconstitutional.
