Health carriers must provide coverage without cost-sharing for preventive services rated A or B by the U.S. Preventive Services Task Force, immunizations recommended by the CDC's Advisory Committee on Immunization Practices, and screenings supported by the Health Resources and Services Administration, effective January 1, 2026.

Cost-sharing may still be imposed for covered preventive services delivered by out-of-network providers.

High deductible health plans may apply deductibles to these preventive services unless the Department of Commerce and Insurance determines the coverage qualifies under federal safe harbor provisions.

Creates a five-member "Health Insurance Preventative Health Care Services Advisory Committee" (three health care provider representatives and two health carrier representatives) to meet annually and recommend updates to covered preventive services by November 1 each year.

The Director of the Department of Commerce and Insurance must enforce coverage consistent with federal guidelines in effect on December 31, 2025, and adopt rules requiring coverage for any new preventive care recommendations issued after that date.
