Removes the provision allowing electrical corporations to include construction work in progress (CWIP) for new natural gas-generating units in their rate base, along with the December 31, 2035 expiration date for that provision

Maintains the prohibition on charging customers for construction costs on facilities before they are fully operational and used for service, deeming such charges "unjust and unreasonable"

Retains the requirement that base rate recoveries from CWIP inclusion are subject to refund with interest if the commission later determines construction costs were imprudently incurred or otherwise unreasonable

Eliminates the "future test year" option that would have allowed gas, water, and sewer corporations beginning July 1, 2026 to set rates based on projected costs for the first 12 months after the operation of law date

Removes associated reconciliation requirements, rulemaking deadlines, and definitions related to the future test year framework that was scheduled to take effect
