Requires the Public Service Commission and Missouri Department of Transportation to allow installation, operation, and maintenance of electric transmission facilities within highway rights of way, including high voltage and interstate transmission lines

Defines "electric transmission facilities" broadly to include public utilities, investor-owned utilities, utility cooperatives, municipal utilities, transmission-only entities, and merchant transmission line developers

Mandates development of uniform criteria for longitudinal and parallel colocation of transmission facilities along interstate highways, freeways, controlled access highways, and state and county highways

Directs agencies to establish reasonable timelines for reviewing colocation requests, ensure public safety, avoid duplication of corridors where colocation is feasible, and impose reasonable construction and maintenance conditions

Rules adopted under this section after August 28, 2026, must comply with Chapter 536 rulemaking procedures and are subject to General Assembly review
