Requires law enforcement to allow next-of-kin to visually verify the deceased within 24 hours of identification, with delays permitted only for forensic reasons and capped at 48 hours

Mandates agencies provide families with VOCA resources within 48 hours, two free copies of police reports, ballistic injury information within 24-48 hours, toxicology reports within 6 months, and full autopsy reports within 9-12 months

Requires annual training for homicide investigators in trauma-informed communication, cultural sensitivity, victim rights, and family engagement protocols

Authorizes the POST commission to impose mandatory retraining, administrative discipline, or civil penalties for violations, with an effective date of January 1, 2027
