Requires redaction of personally identifying information (name, home address, phone number, driver's license number, Social Security number) of train crew members and engineers from publicly released records related to railroad incidents involving motor vehicles

Limits access to unredacted records to the employing railroad, parties authorized by court order, and law enforcement/attorney general/department of transportation when necessary for official duties

Mandates permanent confidentiality of crew member or engineer identifying information in all public records if a court determines the individual was not at fault in the incident

Assigns the Missouri Department of Transportation enforcement authority and rulemaking power, with rules subject to Chapter 536 administrative procedures

Any rules adopted after August 28, 2026, would be invalidated if the General Assembly's rulemaking review powers are held unconstitutional
