Establishes the "Missouri Building Codes Act" creating statewide building codes covering building, electrical, fire, mechanical, plumbing, residential, and fuel/gas standards, with implementation beginning August 28, 2028

Creates an 11-member Missouri Building Codes Commission within the Department of Commerce and Insurance, including the state fire marshal, a state codes manager, and nine governor-appointed members representing architects, engineers, contractors, and building officials

Requires jurisdictions that had building codes prior to August 28, 2026 to adopt the Missouri building codes; jurisdictions in third or fourth class counties without prior codes must hold a voter referendum before adopting any building code

Allows local amendments to state codes only with commission approval within 60 days, with the commission considering safety, health, local conditions, code consistency, and housing affordability

Exempts agricultural buildings from all Missouri building codes and establishes a Missouri Building Codes Fund funded by permit fees not exceeding $7 (adjusted for inflation) to support inspector training, code books, and commission operations
