Amends section 478.003, RSMo, to require each Missouri judicial circuit with a treatment court division to employ a treatment court administrator or coordinator

Employment of the administrator or coordinator requires approval by a majority of the court en banc

Hiring is contingent upon available appropriations or other funding sources

Retains existing provisions allowing circuit courts to appoint treatment court commissioners for 4-year terms with qualifications, compensation, and benefits equivalent to associate circuit judges

Missouri Supreme Court retains authority to assign treatment court commissioners to serve in circuits other than where they were appointed, with presiding judge consent
