Adds new section 620.514 to establish state procedures for approving "eligible workforce training programs" that qualify for federal workforce Pell grants under Pub. L. 119-21

Requires the governor, in consultation with the Missouri Workforce Development Board, to approve all eligible workforce training programs and coordinate with other state and federal workforce programs to prevent duplicative funding

Directs the board to establish internal procedures to determine whether programs meet eligibility requirements for workforce training designation

Prohibits state departments, agencies, or boards from adopting rules more restrictive than applicable federal rules when implementing the new workforce training provisions

Makes technical amendments to sections 620.511, 620.512, and 620.513 to incorporate references to the new section 620.514
