Changes mandatory separation from service for Kansas City law enforcement officers from whichever occurs later to whichever occurs first: reaching age 65 or completing 35 years of creditable service

Effectively shortens potential careers for officers who would have otherwise continued working past one threshold while waiting for the other

Amends Section 84.570, RSMo, governing employment conditions for the Kansas City police force

Retains existing requirements that officers must be U.S. citizens, at least 21 years old, of good character, able to read and write English, and have no felony convictions
