Expands the definition of "firefighter" to include members of fire protection districts and other firefighting organizations of political subdivisions, not just fire department employees

Adds volunteer firefighters as eligible for tuition awards under the Public Safety Recruitment and Retention Act, reversing their previous exclusion from the program

Provides up to 100% tuition coverage at Missouri public colleges, state universities, or participating private institutions for public safety personnel with at least 6 years of service

Legal dependents of public safety personnel with at least 10 years of service are also eligible for tuition awards covering associate or baccalaureate degree programs

Awards are limited to 5 consecutive years or 120 credit hours, whichever comes first, and require applicants to first apply for federal and state financial aid
