Amends Missouri Supreme Court Rule 33.01 to give courts greater discretion in setting monetary bail conditions without first exhausting non-monetary alternatives

Requires courts to give "substantial weight" to four factors when setting release conditions: prior criminal history, prior failures to appear, nature and seriousness of the charge, and known safety risks

Removes current requirement that courts first consider non-monetary conditions and only impose monetary bail after finding non-monetary conditions insufficient

Establishes that court discretion in setting bail conditions is presumed valid and can only be overturned upon a showing of "clear abuse of discretion"
