Expands eligibility for public school extracurricular activities to include students from private schools that are not members of a statewide athletic association, provided the activity is not offered at their private school

Defines "eligible schools" to include FPE schools, full-time virtual programs, home schools, and qualifying private schools; students from these schools cannot be prohibited from trying out for athletics, fine arts, or integrated cocurricular activities at their resident public school district or charter school

Prohibits public schools and charter schools from requiring eligible students to attend classes or any portion of the school day as a condition for participating in extracurricular activities

Requires eligible students to meet the same residency verification, physical examination, behavior standards, and financial requirements as public school students to participate

Imposes a 12-month waiting period before students who disenroll from public school due to academic or disciplinary issues can participate in that district's extracurricular activities
