Establishes new congressional district boundaries for Missouri's eight congressional districts, effective beginning with the 121st Congress, based on 2020 census data

Creates the First Congressional District comprising all of St. Louis City and portions of St. Louis County, including specific voting tabulation districts (VTDs) in areas such as Ferguson, Florissant, Hazelwood, Jennings, and University City

Defines the Second Congressional District to include the entire counties of Crawford, Franklin, Gasconade, and Washington, along with portions of Jefferson County and St. Louis County suburban areas including Ballwin, Chesterfield, Kirkwood, Manchester, and Wildwood

Establishes the Third Congressional District covering Audrain County and portions of Boone County, encompassing parts of the Columbia metropolitan area

Creates the Fifth Congressional District including the entire counties of Johnson, Lafayette, Maries, Miller, Moniteau, Morgan, Osage, Pettis, Randolph, and Saline, plus portions of Jackson County

Defines the Sixth Congressional District comprising 30 whole counties in northern Missouri including Buchanan, Clay, and Platte counties, plus specific portions of Jackson County including Kansas City wards

Establishes the Seventh Congressional District covering nine whole counties in southwest Missouri including Greene, Jasper, Christian, and Taney counties, plus portions of Webster County

Creates the Eighth Congressional District encompassing 25 whole counties in southeast Missouri including Cape Girardeau, Phelps, and St. Francois counties, plus 58 VTDs from Jefferson County

Repeals sections 128.345, 128.346, and 128.348, RSMo, replacing them with updated provisions that maintain the timeline structure for previous redistricting maps (108th through 120th Congress) while adding new boundaries for the 121st Congress onward

Specifies boundaries at the census block level for split VTDs to ensure precise delineation between adjacent congressional districts
