Requires each public high school (excluding charter schools) to administer college and career readiness assessments to every student before graduation, including a career readiness assessment leading to a nationally recognized work readiness certificate

Authorizes the State Board of Education to prescribe the manner and frequency of these required assessments

Permits public school districts to offer additional college and career readiness assessments at no cost to students, funded through general assembly appropriations

Allows public institutions of higher education to adopt policies accepting Platinum, Gold, or Silver ACT WorkKeys National Career Readiness Certificate (NCRC) credentials as transcribable credit toward postsecondary technical degrees, following American Council on Education (ACE) recommendations

Removes previous provisions that allowed students to choose between ACT assessment and WorkKeys testing, replacing the either/or system with mandatory career readiness assessments for all students
