Amends the Local Historic Preservation Act (Section 253.415, RSMo) to add a new exemption for college and university properties in cities with more than 400,000 inhabitants located in more than one county (applicable to Kansas City)

Prohibits historic preservation commissions and governing bodies in qualifying cities from designating any property or building of public or private colleges or universities as historic landmarks

Exempts such college and university properties from local historic preservation requirements and regulations

Retains existing authority for cities, towns, villages, and counties to create historic preservation commissions with powers to survey, designate, and regulate other historic properties

Commission members should have demonstrated interest or expertise in historic preservation, with representatives from historical societies and historic district residents encouraged
