Cities, towns, villages, and counties may create historic preservation commissions with authority to survey historic properties, recommend landmark designations, review construction and demolitions within historic districts, and acquire property interests for preservation purposes

New provision exempts public and private colleges and universities from local historic preservation regulations at the discretion of the institution's governing body

Local historic preservation commissions are prohibited from designating any property or building of a public or private college or university as historic or subjecting such properties to local historic preservation requirements

Commission members should have demonstrated interest or expertise in historic preservation, with representatives from historical societies and historic district residents encouraged to serve
