Removes the requirement for a board of election commissioners in cities with over 300,000 inhabitants as of January 1, 1978, that are situated in more than one county (specifically affecting Kansas City)

Maintains existing requirements for boards of election commissioners in counties with over 900,000 inhabitants and in cities not situated in a county (St. Louis City)

Retains provisions allowing first classification counties containing part of a city with over 300,000 inhabitants to have boards, with an exception for counties that became first classification after December 31, 1998

Renumbers the remaining subdivisions from five to four categories of jurisdictions requiring election boards

Preserves the option for first class counties to elect to establish a board of election commissioners through procedures in section 115.019
