Entry-level workers and federally registered apprentices receive wages equal to 50% of the journeyman wage rate for their occupational title and locality

Combined total of entry-level workers and apprentices cannot exceed a one-to-one ratio with journeyman workers in any occupational title on public works projects

Amends Section 290.235, RSMo, adding the new apprentice requirement while maintaining existing on-the-job training wage and ratio provisions
