Amends Section 29.221, RSMo to expand the state auditor's authority to examine books and records of entities receiving subgranted or allocated public funds from state agencies

Grants auditor oversight of local governments, regional councils of government, local groups, and private or semiprivate institutions that receive public funds

Auditor may examine recipient entity records to supervise receipt and expenditure of public funds and verify compliance with state and federal laws and regulations

Retains existing provisions requiring the auditor to maintain hotline, email, and internet reporting systems for allegations of improper governmental activities, with anonymity protections for reporters

Maintains referral requirements for criminal misconduct (to attorney general or county prosecutor), ethics violations (to Missouri Ethics Commission), and election law violations (to election authority or secretary of state)
