Redefines charter schools as "semi-autonomous" rather than "independent" public schools and limits charter school sponsorship to only local school boards or special administrative boards, eliminating universities, colleges, community colleges, and the Missouri Charter Public School Commission as eligible sponsors

Prohibits the Missouri Charter Public School Commission from approving any new charters or renewing existing charter contracts, with the commission to be abolished 30 days after the last existing charter contract expires

Requires charter schools to employ certificated instructional personnel under the same requirements as traditional public school teachers, eliminating the previous allowance for up to 20% noncertificated instructional staff

Mandates that districts assess the impact of proposed charter schools on local public school resources, programs, racial/ethnic/socioeconomic composition, and equitable access before authorization, with impact analyses to be independent, developed with community input, and publicly available

Requires charter schools to comply with the same civil rights laws, accreditation standards, accountability measures, and academic assessments as other district schools, and prohibits charter schools from being operated by management companies or any entity other than the charter school board and its chief administrative officer
