Establishes the "Homes for Missouri Program" within the Department of Corrections, authorizing the director to contract with nonprofit entities for inmate work constructing single-family homes and residential structures in areas with documented affordable housing shortages

Homes built through the program must be sold at below-market, cost-based prices

Participation is voluntary for inmates and contingent upon eligibility criteria established by the department

Requires structured vocational training including on-the-job construction trades training (carpentry, electrical, plumbing, masonry, framing, roofing), classroom instruction, and opportunities to earn industry-recognized credentials such as OSHA safety certifications and NCCER credentials

Program sunsets six years after the effective date unless reauthorized by the General Assembly
