Amends Section 320.230, RSMo to expand arrest powers of the state fire marshal and certified paid investigators serving as peace officers

Adds "fireworks" to the list of incidents (fires, explosions, or like occurrences) that investigators may investigate and make arrests for when arson or related offenses are suspected

Authorizes peace officers employed by the state fire marshal to make arrests when exigent circumstances present an immediate threat of bodily harm to any person, even without a request from local law enforcement

Maintains existing requirements that investigators must be certified as peace officers under Chapter 590 and approved by the director of the department of public safety

Preserves existing authority to assist county sheriffs or municipal police chiefs upon request
