Proposes a constitutional amendment to be placed on the November 2026 general election ballot or a special election called by the governor

Applies specifically to Kansas City Public Schools, whose operating levy was established by federal court order in 1995

Sets an expiration date of December 31, 2026 for the current constitutional provision allowing the school board to set operating levies below the court-ordered rate without voter approval

Beginning January 1, 2027, the district's operating levy would be reset to generate the same property tax revenue received in 2026, plus an inflation adjustment based on the Consumer Price Index increase from December 2025 to November 2026

Brings Kansas City Public Schools taxpayers under the standard Article X taxpayer protections of the Missouri Constitution while maintaining the district's existing revenue level
