Proposes a constitutional amendment to be submitted to Missouri voters in November 2026 that would eliminate the nonpartisan judicial commission system (Missouri Plan) for selecting judges

Gives the governor direct authority to appoint judges to the Supreme Court, Court of Appeals, and circuit/associate circuit courts in St. Louis City and Jackson County, subject to Senate confirmation

Abolishes the Appellate Judicial Commission and Circuit Judicial Commissions, which currently nominate three candidates for judicial vacancies from which the governor must choose

Allows voters in judicial circuits outside St. Louis City and Jackson County to petition (requiring 10% of voters who voted for governor) to adopt or discontinue the gubernatorial appointment system

Limits how often voters can reconsider the judicial selection method to once every four years per circuit
