Reduces the Missouri House of Representatives from 163 members to 103 members beginning with the 2030 decennial census

Establishes a "house independent bipartisan citizens commission" to handle redistricting, with members nominated by state and congressional district party committees and appointed by the governor

Sets redistricting criteria prioritizing equal population, Voting Rights Act compliance, contiguous/compact districts, preserving communities along county and municipal lines, and partisan fairness with a 15% limit on "wasted votes" disparity

Modifies term limits beginning January 1, 2032 to allow up to 16 years total service in both houses combined (eliminating the current 8-year limit per chamber)

Limits legislative leadership terms beginning January 1, 2032: House speaker/speaker pro tempore limited to 3 consecutive terms, Senate president pro tempore limited to 2 consecutive terms
