Proposes a constitutional amendment to be submitted to Missouri voters at the November 2026 general election or a special election called by the governor

Requires state road fund expenditures by the Highways and Transportation Commission to be made "pursuant to an appropriation by the general assembly," removing the current automatic appropriation without legislative action

Removes language granting the Highways and Transportation Commission "sole discretion" and "supervision and direction" over spending the remaining balance in the state road fund

Creates a new distribution of 1% of net motor fuel tax proceeds to counties based on the ratio of agricultural property acreage in each county compared to total agricultural acreage statewide

Requires the statewide transportation improvement program (or successor document) to establish priorities for project and program funding for the Department of Transportation
