Submits a constitutional amendment to Missouri voters at the November 2026 general election or a special election called by the governor

Requires the conservation sales and use tax (Sections 43(a)-43(c)) to be reauthorized by voters every 10 years, with termination occurring at the end of the second fiscal year if voters reject continuation

Mandates that state departments receiving revenue from natural resource management remit 25% of that revenue to the county where the natural resources are located or removed

Authorizes the General Assembly to enact laws specifying the method and proportion of revenue remittances to counties
