Proposes a constitutional amendment to be placed on the November 2026 general election ballot or a special election called by the governor

Removes the automatic appropriation of state road fund revenues, requiring the General Assembly to appropriate funds to the highways and transportation commission instead of funds being spent "without legislative action"

Eliminates the highways and transportation commission's "sole discretion" over spending the remaining balance in the state road fund for highway system purposes

Creates a new 1% distribution of net motor fuel tax proceeds to counties, allocated based on the ratio of agricultural property acres in each county compared to total agricultural acreage statewide

Requires the statewide transportation improvement program (or successor document) to establish priorities for project and program funding for the Department of Transportation
