Proposes a constitutional amendment (Article III, Section 54) to be placed on the November 2026 ballot requiring fiscal impact statements for any bill creating or modifying local government mandates

Fiscal impact statements must identify affected local government categories, estimate administrative/staffing/operational/compliance costs, distinguish one-time vs. ongoing costs, and identify proposed state funding sources

Prohibits local governments from being required to implement state mandates unless state funding is made available; allows suspension of mandate implementation without penalty if funding is insufficient or unavailable

Requires state laws imposing local administration duties to include clear definitions, uniform procedures/forms, reasonable compliance timelines, and identification of responsible state agency for guidance

Bills subject to these requirements cannot be voted out of committee until the fiscal impact statement is filed and publicly available
