Proposes a constitutional amendment (new Section 55 to Article IV) requiring state departments to remit some or all profits from natural resource management to the county where those resources are located

Would be submitted to Missouri voters at the November 2026 general election or at a special election called by the governor

Grants the General Assembly authority to enact laws specifying the method and proportion of payments to counties
