Repeals Missouri's existing constitutional right to keep and bear arms, which currently declares gun rights "unalienable" and subjects any restrictions to strict scrutiny

Authorizes any county, St. Louis, and Kansas City to regulate firearm possession, carrying, and transfer within their jurisdictions through local ordinances, notwithstanding other state law

Permits local governments to establish firearm permit systems with fees covering issuance costs, background checks via NICS, and permits valid for up to five years

Exempts active and retired law enforcement officers, full-time judges, licensed security guards, and military members from local firearm regulations

Limits penalties for violations to a maximum fine of $1,000 and/or up to one year in county jail; would be submitted to voters at the November 2026 general election or a special election
