Proposes a constitutional amendment adding Section 38 to Article I of the Missouri Constitution, prohibiting the state or any state instrumentality from denying or abridging equality of rights under the law on account of race

Grants the Missouri General Assembly power to enforce the anti-discrimination provision through appropriate legislation

Would be submitted to Missouri voters at the general election in November 2026, or at a special election called by the governor
