Proposes adding Section 39 to Article I of the Missouri Constitution to prohibit the state or any state instrumentality from denying or abridging equality of rights under the law based on sexual orientation

Grants the Missouri General Assembly the power to enforce the amendment through appropriate legislation

Requires voter approval at the general election in November 2026 or at a special election called by the governor
