Creates the "Show-Me Prosperity Fund" as a permanent public endowment in the state treasury with the goal of eliminating state-imposed taxes, funded by legislative appropriations and gifts/donations

State Treasurer would invest the fund using a total-return strategy under fiduciary standards; annual appropriations from the fund capped at 2% of the average market value over the preceding five fiscal years

Fund distributions can only begin after the Treasurer certifies to the General Assembly that net investment earnings are sufficient to replace revenue from individual income tax, state sales/use tax, corporate income tax, and all other state taxes

Principal of the fund cannot be appropriated, pledged, or borrowed against; State Auditor must audit the fund at least once every three fiscal years with quarterly public reporting of balance and performance

Would be submitted to Missouri voters at the November 2026 general election or a special election called by the Governor
