Proposes a constitutional amendment adding Section 37 to Article I of the Missouri Constitution, limiting state government powers solely to those explicitly enumerated in the Constitution

Prohibits any branch of government, officer, or agency from exercising powers not expressly granted or delegated by the Constitution or implied by necessary implication

Declares any government act beyond the scope of enumerated constitutional powers to be null and void

Would be submitted to Missouri voters at the November 2026 general election or at a special election called by the governor
