Proposes a constitutional amendment (Article III, Section 54) to be submitted to Missouri voters at the November 2026 general election or a special election called by the governor

Creates a permanent 6-member Joint Committee on Conservation Oversight consisting of 3 state representatives appointed by the Speaker and 3 state senators appointed by the President Pro Tempore, with at least one minority party member from each chamber

Requires the Department of Conservation and Conservation Commission to obtain committee approval before changing rules/regulations, purchasing real property, or selecting a director or deputy director

Committee members receive no additional compensation beyond their legislative salary but may be reimbursed for actual expenses incurred during official meetings

Appointing authorities (Speaker and President Pro Tempore) may discharge and replace committee members at any time
