Proposes a constitutional amendment to require General Assembly appropriation of state road fund revenues before the Highways and Transportation Commission can expend them, removing the current automatic appropriation provision

Eliminates the Highways and Transportation Commission's "sole discretion" over spending the remaining balance of the state road fund, shifting oversight authority to the legislature

Would be submitted to Missouri voters at the November 2026 general election or at a special election called by the governor

Maintains all existing restrictions on how state road fund money can be spent (highway construction, maintenance, bond payments, reimbursements to counties) while adding the legislative appropriation requirement

Preserves the existing distribution formula for motor vehicle sales tax proceeds: 10% to counties, 15% to cities, 2% to state transportation fund, and 73% to state road fund
