Proposes adding Section 41 to Article I of the Missouri Constitution, prohibiting the state or any state instrumentality from denying or abridging equality of rights under the law based on physical or mental disability

Would be submitted to Missouri voters at the general election in November 2026, or at a special election called by the governor

Grants the General Assembly the power to enforce the amendment through appropriate legislation
