Proposes a constitutional amendment to Article III, Section 23 of the Missouri Constitution, to be submitted to voters at the November 2026 general election or a special election called by the governor

Adds a new definition specifying that "one subject" in legislative bills shall mean "a single, specific, and particular legislative purpose"

Retains existing exceptions allowing multiple subjects in general appropriation bills and bills enacted under the third exception in Section 37 (emergency legislation)

Strengthens the existing single-subject rule for legislation by providing clearer, more restrictive language on what constitutes one subject
