Allows the Director of Revenue to contract with political subdivisions, service organizations, or other reputable businesses to operate fee offices when no competitive bids are received for a location

Fee office contracts must be awarded through competitive bidding, with priority given to 501(c)(3), 501(c)(6), and 501(c)(4) tax-exempt organizations, particularly those reinvesting at least 75% of net proceeds to Missouri charitable organizations

Prohibits fee office contracts from being awarded to entities affiliated with current Department of Revenue employees or former employees within one year of their departure

Sets specific fees for services: $9 for annual vehicle registration, $18 for biennial registration, $9 for title applications/transfers, $9-$18 for driver's licenses depending on term length, and $2 for notary/electronic transmission

Authorizes the Director to extend competitively awarded contracts for up to five years (one extension only), based on performance evaluation
